President – USA. <\/span><\/strong>IC Resources Inc \u2013 Austin, Texas<\/strong><\/span><\/h2>\n

Intellectual Capital Resources Inc. seeks a US Managing Director to lead, manage and grow its North American recruitment business across semiconductor, artificial intelligence, deep-tech hardware, quantum and advanced engineering markets.<\/span><\/p>\n

The President – USA position will have responsibility for US market strategy, commercial growth, operational management and financial performance.<\/span><\/p>\n

Duties include:<\/span><\/strong><\/h3>\n
    \n
  • Lead, manage and grow the North American business, including full responsibility for US market entry, competitive positioning, client acquisition strategy and operational build-out.<\/span><\/li>\n
  • Develop and execute the commercial strategy for the US division across semiconductor, AI, deep-tech hardware, quantum, and advanced engineering markets, requiring deep knowledge of technical hiring trends, niche skillsets, and emerging technology sectors.<\/span><\/li>\n
  • Oversee all revenue operations in the US, including forecasting, annual planning, pipeline management, and commercial performance measurement.<\/span><\/li>\n
  • Manage full P&L ownership for the US business, including EBITDA oversight, budget allocation, cost control, financial reporting, and strategic investment planning.<\/span><\/li>\n
  • Build long-term partnerships with US semiconductor manufacturers, AI\/ML research companies, defense technology contractors, embedded systems startups, and venture-backed deep-tech companies across Austin, Boston, Silicon Valley, and other major tech hubs.<\/span><\/li>\n
  • Define, implement, and continuously improve recruitment delivery methodologies tailored to highly specialized domains such as chip design, post-silicon validation, photonics, AI\/ML frameworks, LLMs, DSP, and quantum computing.<\/span><\/li>\n
  • Direct the hiring, onboarding, and performance management of the US recruitment team, including establishing competency frameworks, technical training programs, and delivery standards aligned with global practices.<\/span><\/li>\n
  • Oversee executive-level client engagements, including workforce planning, compensation benchmarking, technical role definition, market mapping, and talent intelligence for critical US hiring programs.<\/span><\/li>\n
  • Represent the company in strategic discussions with legal, immigration, investment, and compliance partners regarding US operational growth, regulatory considerations, and long-term workforce planning.<\/span><\/li>\n
  • Lead organizational development initiatives, including business development strategy, operational policies, talent development plans, and cross-border collaboration with the UK and European global leadership.<\/span><\/li>\n
  • Serve as the senior US representative at industry events, conferences, and technical forums across semiconductor, AI, and deep-tech verticals to strengthen brand presence, client networks, and sector expertise.<\/span><\/li>\n
  • Direct development of US-specific service offerings, compensation models, account-growth strategies, and market-entry frameworks for new technical verticals.<\/span><\/li>\n
  • Oversee complex, multi-site recruitment projects involving niche engineering talent, requiring domain familiarity with RTL design, DFT, firmware, ML systems engineering, robotics, photonics, signal processing, hardware security, semiconductor manufacturing, and advanced packaging.<\/span><\/li>\n
  • Maintain responsibility for operational risk management, compliance, vendor management, data security, contractual agreements, and US employment standards.<\/span><\/li>\n
  • Provide strategic input to the global board on US market performance, expansion opportunities, competitive threats, and long-range business strategy.<\/span><\/li>\n<\/ul>\n

    Minimum requirements:<\/span><\/strong><\/h3>\n
      \n
    • \n

      Eight years of full-time experience working as a Director or senior executive within the recruitment industry, or in another senior position involving recruitment management.<\/span><\/h3>\n<\/li>\n<\/ul>\n

      Experience must include:<\/span><\/strong><\/p>\n

        \n
      • \n

        Responsible for P&L, forecasting revenue and EBITDA, reviewing operational reports, monthly management accounts, profit and loss statements, revenue performance dashboards, and EBITDA reports, and allocating budgets exceeding $20 million in annual turnover across business units; <\/span><\/p>\n<\/li>\n

      • \n

        Utilizing recruitment forecasting and analytics platforms including recruitment CRM systems and reporting analytics systems, LinkedIn Recruiter, LinkedIn Talent Insights, and ZoomInfo to inform commercial growth strategies; <\/span><\/p>\n<\/li>\n

      • \n

        Developing and overseeing market entry strategies in multiple jurisdictions including the United States and the United Kingdom, including competitor analysis using LinkedIn Talent Insights, ZoomInfo, and other analytics platforms, commercial planning, regulatory alignment, and go-to-market implementation; <\/span><\/p>\n<\/li>\n

      • \n

        Partnering with executive stakeholders and investment partners to support organizational workforce planning for regulated and technical professional positions in IT and engineering markets; <\/span><\/p>\n<\/li>\n

      • \n

        Hiring, onboarding, training, and performance managing cross-border recruitment teams within multi-country operations, including succession planning and leadership development; <\/span><\/p>\n<\/li>\n

      • \n

        Leading and growing specialized global recruitment teams and desks with a focus on permanent and contract recruiting for technical positions; and <\/span><\/p>\n<\/li>\n

      • \n

        Establishing and negotiating strategic partnerships with enterprise clients, external vendors, and service providers utilizing account management systems, CRM enterprise reporting modules, and vendor management platforms.<\/span><\/p>\n<\/li>\n<\/ul>\n
